This position will be responsible for learning to perform all the essential functions of the Auditor-Treasurer position, including, but not limited to overseeing the County’s finances and accounting, administering property tax calculations, collections and distributions, overseeing federal, state, and local elections, safeguarding the County’s investments, supervising personnel, budgeting, and fulfilling other duties as defined by federal law, Minnesota Statutes (Chapters 384 and 385), and County Board directives.
This is a temporary, appointed position for up to a six-month term, commencing Jan 1, 2026 intended to succeed the incumbent County Auditor/Treasurer upon successful completion of the training period.
Qualifications
- Bachelor's degree in accounting, finance, public administration, or a related field
 - CPA or equivalent education plus experience
 - Seven years in financial management, auditing, tax administration, election administration preferably in a government setting
 
Some Examples of Essential Duties & Competencies to be Learned and Performed
Investments & Finance 25%
- Monitor the accounting of all County funds to ensure compliance with federal and state accounting standards.
 - Prepare and submit financial reports to the State for various departments, including grant reporting.
 - Prepare and submit audit materials for cities, schools, and townships.
 - Perform daily cashbook entry and fund tracking for all County accounts.
 - File electronic reports and submit payments to state and federal agencies.
 - Report to the County Board on the County’s financial status and issues.
 - Prepare audit materials and coordinate the County audit with external auditors.
 - Prepare the County financial statement for publication.
 - Maintain inventory and record the County’s fixed assets.
 - Serve as the finance officer for all County funds, assisting departments with accounting questions and reports.
 - Track and balance all County employee benefits accounts.
 - Ensure County monies are insured and collateralized.
 - Invest County funds in accordance with state law and cash flow requirements.
 - Invest bond proceeds, track cash flow, and maintain bank accounts for capital projects and debt services (County and hospital).
 - Track and report annually to the County Board on restricted and assigned funds.
 - Assist departments with grant application information and compile grant reports as needed.
 
Taxes 15%
- Calculate property taxes for the County, cities/townships, school districts, and special taxing districts.
 - Collect tax calculation materials from surrounding counties and agencies.
 - Calculate and mail proposed tax notices and final tax statements.
 - Coordinate mailing of tax statements with valuation notices.
 - Post prepaid tax payments to current tax bills.
 - Certify Tax Increment Finance Districts, research taxing impacts, and report to the County Board and local councils/boards.
 - Implement special assessments in the tax system, including special taxing districts.
 - Manage abatements, annexations, and plats, and their effects on the County tax system.
 - Interpret tax law and make final judgments on tax issues.
 - Address taxpayer inquiries regarding taxes and legislative changes, both via communication mediums and in person.
 - Coordinate with staff, the County Board, and the Department of Revenue on County tax-forfeited land sales and prepare annual settlements.
 
Training and Supervisory 25%
- Train the County’s designated successor for the vacancy created by promotion to the trainee position to ensure a seamless transition (applicable if an internal candidate is selected).
 - Direct, hire/dismiss, and discipline departmental personnel as needed, in coordination with Human Resources and Board of Commissioners.
 - Conduct annual performance reviews for all staff, as well as coordination of training, staff development, and performance management.
 - Develop a thorough knowledge of the applicable collective bargaining agreement and provide administration with information for negotiations upon request.
 
Elections 15%
- Prepare, coordinate, and administer all federal, state, County, school, city, and township elections, including ballot preparation, equipment testing, and machine programming.
 - Coordinate and publish filings for County offices and soil and water districts.
 - Maintain election administration certification and attend required meetings and seminars to stay current with election law changes, implementing updates to County election packets.
 - Train election judges and city, township, and school district clerks for elections.
 - Lead the County canvassing and absentee ballot boards.
 
Budget 5%
- Develop, implement, and maintain budgets for the Auditor-Treasurer’s office and elections.
 - Proof and enter County budgets into the accounting system for reporting.
 - Submit budget reports to the State and publish budgets as required by law.
 - Prepare budget information for the tax calculation process.
 
Miscellaneous 5%
- Develop a network of contacts with state, county, and business entities to obtain information needed for County operations.
 - Assist taxpayers with property tax refunds, questions, and other inquiries.
 - Issue Auditor’s Certificates to cities and school districts for bond disclosures.
 - Perform census, ditch authority, and redistricting duties.
 - Prepare cost allocation reports and support audits.
 - Administer County licensing, including liquor, beer, tobacco, cannabis, and fireworks.
 - Manage record retention for Auditor-Treasurer and election records in compliance with the Minnesota Data Practices Act.
 - Regularly attend department head meetings as well as mandatory county training.
 - Maintain the Auditor-Treasurer’s portion of the county website.
 - Serve on committees and boards as required by law or as directed by the County Board.
