Job Summary
The Assessment Technician performs a number of highly technical tasks requiring specialized knowledge, independent judgement and interpretation. The Assessment Technician will demonstrate knowledge of state and local property tax statutes, regulations, policies, procedures, methods, and programs. This position will also be expected to provide property information to the public as the primary public service resource as well as clerical services to the office. This position deals with many state mandates and deadlines.
Minimum Qualifications
- High School graduate or equivalent
- 4 years job related experience
- Must pass Property Tax Calculation Course within 1 year of hire and maintain ongoing certification
- Must acquire Certified Assessment Technician (CAT) status within 3 years and maintain ongoing certification
- Must possess advanced knowledge of Microsoft Excel and continue advanced education of the software
- Must pass background check and maintain clearance requirements for DVS access
- Must maintain a valid Drivers License
Some Examples of Essential Duties
50% Job Duties Perform Technical Tasks
- Process and prepare valuation notices by deadlines. Proof accordingly with department head, image files when complete, and post to website.
- Coordinate the preparation, review and analysis of reports for submission to the Department of Revenue including but not limited to PRISM reports, PTR Homestead file, and duplicate homestead file.
- Generate advanced CAMA reports and performs initial proofing to ensure assessment record accuracy and integrity of the county valuation and classification records.
- Research and analyze annual legislative changes and the resulting actions that will need to be implemented regarding reporting or necessary procedural changes for job related duties.
- Serve as alternate director for MCIS
- Coordinate department webpage updates ensuring the accuracy and timeliness of information.
- Manage Beacon online subscriptions.
- Perform Tax/CAMA user initial set up and maintain user settings to ensure system security.
- Complete data entry for state assessed, special ag, abatements, assist with duplicate homestead, sales spreadsheets, etc.
- Maintain clearance for access to DVS system
20% of Job Duties Provide Customer Service
- Explain how to calculate tax rates and taxes to taxpayers.
- Act as the primary public service resource for all inquiries regarding value, classification, sales, homesteads, programs, etc. Provides appropriate oral and written responses to inquiries while refraining from the appearance of giving legal advice.
- Perform fee-for-service simple tax estimates
- Generates various reports from the MCIS system which are used internally as well as externally by other government agencies and the public.
30% of Job Duties Clerical
- Complete initial eCRV processing for Assessor’s Office.
- Maintain all Cross-County data and report to other counties.
- Approve, process, and perform statutory maintenance for qualified special program applications including, but not limited to, Blind/Disabled, Special Ag, and Veteran’s exemptions.
- Research deeds and other recorded documents to determine proper ownership and legal descriptions to verify homestead eligibility after property transfer.
- Accurately image all applications in a timely manner. Once the work reason to access the non-public data is finished the data must be properly stored and redacted according to policy and Minnesota statutes. During reasonable use of the data measures must be taken to ensure the non-public data is not accessed by individuals without a work reason.
- Maintain office supply purchasing for Assessor, Veterans, Auditor/Treasurer and Recorders offices.
- Maintain accounts receivable/cash collections for township billings, information sales and web accounts.
- Monitor timelines and perform mailings of time sensitive programs and projects such as but not limited to I.P.P.C. exemption, 1c/4c resorts, Local Board of Appeal & Equalization, etc.
- Prepare Mobile Home clearance sheets.
- All other duties as assigned.
